If you've been ordered to install an ignition interlock device (IID) after a DUI in California, one of your first decisions is choosing a provider. California has several state-approved IID vendors, but the three dominant players are Intoxalock, Smart Start, and LifeSafer. Each meets the technical requirements set by the California Department of Consumer Affairs under Title 13 of the California Code of Regulations (CCR), but they differ significantly in cost, convenience, technology, and customer experience.

California IID Requirements: The Basics

Before comparing vendors, let's review what California law requires. Under Vehicle Code §23575 and related statutes, IID requirements depend on your offense:

  • First offense (no injury): IID required for 6 months (mandatory statewide under the pilot program made permanent by AB 2687)
  • First offense with injury (VC 23554): 6 months
  • Second offense: 1 year
  • Third offense: 2 years
  • Fourth+ offense: 3 years

All IID devices must be installed by a state-licensed installer and meet California's technical specifications, including a breath alcohol concentration (BrAC) threshold of 0.02%, camera capability, and tamper-resistant design.

Intoxalock

Overview

Intoxalock is the largest IID provider in the country with over 5,500 installation locations nationwide. In California, they have extensive coverage in both urban and rural areas, making them the most accessible option for most drivers.

Technology

Intoxalock uses a blow-inhale-blow breath pattern. You blow into the device, then inhale through it, then blow again. This pattern is designed to ensure the breath sample comes from deep in your lungs (alveolar air) rather than residual mouth alcohol. Most users adapt to the pattern within a few attempts.

Cost

  • Daily rate: $1.96–$3.50/day depending on your state, device model, and lease terms
  • Monthly: approximately $60–$105/month
  • Installation: typically $50–$100
  • Removal: $50–$75
  • Calibration (every 60 days): $75–$100 per visit

Key Features

  • 24/7 customer support — phone and online
  • Optional Protection Plan: $10/month covers device damage, replacement costs, and lockout fees
  • Largest service network — easiest to find a location near you
  • Mobile app for appointment scheduling and reminders

Smart Start

Overview

Smart Start is the second-largest IID provider with approximately 2,000 service locations nationwide. They've been in the interlock business since 1992 and are known for their innovative technology and competitive pricing.

Technology

Smart Start uses a blow-hum-blow breath pattern. You blow, then hum (which provides the deep lung sample), then blow again. Many users find the hum technique easier and more natural than Intoxalock's inhale method. Smart Start also features a "warn" tier — the device alerts you when you're approaching but haven't reached the fail threshold, giving you a chance to wait and retest.

Cost

  • Daily rate: approximately $1.99/day
  • Monthly: approximately $60–$80/month
  • Installation: typically included or discounted
  • Calibration (every 60 days): $75–$90 per visit

Key Features

  • EV compatible — Smart Start has specific models designed for electric vehicles, which can be important as IIDs draw power from the vehicle battery
  • "Warn" tier — alerts you before a fail, reducing false positives
  • Smaller device footprint — less obtrusive in your vehicle
  • Solid customer reviews for ease of use

LifeSafer

Overview

LifeSafer operates approximately 2,000 locations across the country. They differentiate themselves on reliability, low battery drain, and guaranteed same-day installation.

Technology

LifeSafer's devices are known for having the lowest battery drain of the three major providers — up to 4 times less power consumption than competitors. This is a meaningful advantage if you don't drive daily, as IID devices draw a small amount of power even when the car is off. A lower drain means less risk of a dead battery, which means fewer missed starts and potential violations.

Cost

  • Daily rate: $2.50–$3.50/day
  • Monthly: approximately $75–$105/month
  • Installation: varies by location
  • Calibration (every 60 days): $75–$100 per visit

Key Features

  • Same-day installation guarantee — many locations offer walk-in same-day service
  • Lowest battery drain — critical for infrequent drivers
  • Strong reputation for device reliability
  • Straightforward breath pattern

Side-by-Side Comparison

Cost Comparison (Approximate)

  • Intoxalock: $60–$105/month + $75–$100 calibration every 60 days
  • Smart Start: $60–$80/month + $75–$90 calibration every 60 days
  • LifeSafer: $75–$105/month + $75–$100 calibration every 60 days

Total 6-Month Cost Estimate (First Offense)

  • Intoxalock: $560–$930 (lease) + $225–$300 (3 calibrations) + $100–$175 (install/removal) = $885–$1,405
  • Smart Start: $460–$580 (lease) + $225–$270 (3 calibrations) + $100–$150 (install/removal) = $785–$1,000
  • LifeSafer: $550–$730 (lease) + $225–$300 (3 calibrations) + $100–$150 (install/removal) = $875–$1,180

California's Low-Income IID Assistance Program

If cost is a barrier, California offers a low-income IID assistance program that reduces your costs based on your income relative to the federal poverty level:

  • At or below 100% of federal poverty level: 50% discount on installation and monthly lease
  • 100–200% of federal poverty level: 25% discount
  • 200–300% of federal poverty level: 10% discount

All three major providers participate in this program. Ask about it when scheduling installation — many people qualify but don't realize assistance is available.

The Most Underrated Factor: Proximity

Here's what most comparison guides miss: the single most important factor in choosing an IID provider is how close the nearest service center is to your home or workplace.

You'll need to visit the service center for calibration every 60 days — no exceptions. Missing a calibration appointment is treated as a violation. If the nearest LifeSafer location is 45 minutes away but there's an Intoxalock shop 10 minutes from your office, Intoxalock is the better choice regardless of price differences.

Treat calibration appointments like court dates. Mark them on your calendar, set multiple reminders, and never skip or reschedule at the last minute.

Electric Vehicle Compatibility

If you drive an electric vehicle, pay close attention to compatibility. IIDs require a 12-volt power source, which most EVs have for accessories, but the installation can be more complex. Smart Start currently has the strongest EV-specific offering, but all three providers can accommodate most EVs. Confirm compatibility with the provider before scheduling installation.

How to Handle Violations

If you receive a violation on your IID (failed test, missed calibration, suspected tampering), take these steps immediately:

  1. Contact your IID provider — they can review the data log and explain what happened
  2. Contact your attorney — violations can affect your court case and DMV status
  3. Document everything — write down what you ate, drank, or used before the test
  4. Don't panic — a single violation usually doesn't result in immediate consequences; the DMV looks at patterns
